Pattaya city is in Chonburi province and has its own local government office, Pattaya City Hall, which is responsible for public hospitals, health, education, sewage, sports and tourism in the city of Pattaya.
The Provincial Administrative Organisation is the main administration body in Chonburi and Rayong province and is responsible for public hospitals, health, education, sewage, sports and tourism (except for in Pattaya City). Each province is divided into separate districts (amphur or amphoe). The Amphur District Office is the local government building which issues identity cards, House Registration Documents (Tabien Baan) as well as marriage and divorce certificates.
Each amphur is subdivided into tambons, each with a local government office called the TAO or Tambon Administrative Organisation (pronounced "or-bor-tor" in Thai) that deals locally with roads, waste collection, animals, construction permits and more. In urban areas, the local Muncipal Administrative Organisation (Thesaban) is the local-government body equivalent to the TAO.
Chonburi province is divided into 11 separate amphur while Rayong Province is divided into 8 separate districts with 58 local subdistricts or tambons.
